The hybrid workshop will gather policymakers, academics, financial experts, and practitioners in a hybrid format, ensuring that insights are accessible to a broad audience across Europe. Together, we will discuss best practices, challenges, and innovative approaches to bridge the funding gap and drive the implementation of energy efficiency measures that are essential for Europe’s sustainable future.
Background info
Public funding alone cannot meet the scale of investment required to renovate Europe’s building stock and achieve ambitious energy efficiency targets. While government programmes and EU schemes provide crucial support, they are often limited in scope and duration. To accelerate the transition, both innovative public support schemes—such as risk warranties, tax rebates, and other financial incentives—and innovative private financing mechanisms should be considered as vital complements, offering new instruments and scalable capital to close the funding gap and drive large-scale energy renovation in the building sector.

Reflecting on new financial mechanisms and mobilising private actors not only ease pressure on public budgets but also drives market confidence and long-term sustainability in the renovation sector. This is exactly the focus of our upcoming workshop “Financing Solutions to Support Energy Efficiency Measures”, which will take place on 23 October at the Faculty of Economics and Business Studies, University of Seville.
The focus of the workshop
With contributions from experts including Francisco Campuzano Izquierdo (Head of the Planning, Information Systems, and Research Office Section  of the Housing and Rehabilitation Agency of Andalusia. Ministry of Development, Territorial Planning and Housing),  Pablo Baigorria Kobylinsk (Creara), Michele Russo (Founder and Chairman of EPTA Prime), and representatives from the University of Seville, we will explore how private finance can unlock opportunities for large-scale building renovation.

Speakers

Francisco Campuzano Izquierdo

Head of the Planning, Information Systems, and Research Office Section at the Andalusian Housing and Rehabilitation Agency, an entity attached to the Regional Ministry of Development, Territorial Planning, and Housing of the Government of Andalusia.Holds a degree in Sociology from the University of Granada. Obtained a Diploma in Advanced Studies and recognition of research proficiency from the University of Seville. University Expert in Team Management Skills and Work Organization, also from the University of Seville.Carries out tasks related to strategic planning, innovation promotion, monitoring, and foresight. Responsible for driving Public Procurement and Innovation (PPI) projects, including the Near Zero Energy Industrialized Social Housing Building (nZEISHB) system and the MIREO project — Comprehensive Methodology for Optimized Energy Rehabilitation.

Pablo Baigorria Kobylinski

Pablo Baigorria Kobylinski is a consultant in the Strategic Consulting Department of Creara. He has experience in leading market studies and financial analysis, with a particular focus on strategic decision-making in the energy efficiency and renewable energy sectors. He has participated in several public and private projects related to the energy renovation of buildings, analysing the market barriers and designing innovative financing schemes to overcome them.

Prof. Daniel Coq Huelva

Daniel Coq Huelva is Professor of Applied Economics Department of Applied Economics II and Institute of Latin American Studies University of Seville. He has more than 20 years of teaching and research experience, in different fields, but all of them related to each other. In this period, he has done constant work in both the projects and publications in which he has participated. As a social scientist, Daniel Coq Huelva tried to maintain a balance between territorial embeddedness and international projection. The territorial embeddedness is reflected in the fact that most of his research refers to Spain, in general, but more specifically to problems strongly related to the Andalusian Autonomous Community. The international projection has materialized in investigations conducted in different Latin American countries. His main line of research mainly revolves around the subject of the Political Economy of Agriculture and Agrifood Systems. Within this framework, he has had the opportunity to participate in a number of different projects and contracts, financed by institutions from different countries, as Chile, Ecuador, Mexico and Peru.

Michele Russo

Michele Russo is the Founder and Chairman of the Epta Prime company. He holds a degree in Management cum laude from LUISS University in Rome and a Master of Science in Management from MIT Sloan School, where he studied as a Fulbright scholar.A professor at LUISS University since 1989, he has taught State Accountancy and Markets and Regulation.

His publications focus on macroeconomics, industrial policy, and sovereign risk management.With extensive management experience across the air transport, food, and telecommunications sectors, he has held leadership roles in strategy, finance, and internationalization. Between 2004 and 2015, he worked for a major banking group, overseeing Fixed Income and Capital Markets origination.

Juan Guerrero

Juan Guerrero is the Head of the Research and Innovation Department of INCOMA. With nearly 20 years of experience in the fields of Education and Social Innovation at the international level, Juan Guerrero, one of the founders of INCOMA, holds a degree in Business Administration and a Master’s in International Relations.

He also works as a researcher, trainer, speaker, and external evaluator for projects, training courses, conferences, and studies — mainly funded through programmes supported by the European Commission. He is currently the Coordinator of INCOMA’s Research and Innovation Office.

Associate Prof. Mattia De Rosa

Mattia De Rosa is an Associate Professor of Thermal Systems and Industrial Energy Engineering at the University of Genoa, Italy, within the Department of Mechanical and Energy Engineering. With a multidisciplinary academic background, he has previously held teaching positions at the University of Sassari, Italy, and senior research roles at leading institutions in Ireland and UK. His expertise is focused on sustainable energy technologies and policy, with a research portfolio encompassing numerous peer-reviewed publications, high-impact national and international research projects, and the creation of innovative educational programs.

‍Passionate about both research and teaching, his vision emphasises driving technological innovation, advancing the quality of education, and empowering individuals and communities to lead the transition toward a sustainable future.

Nazaret Calzado

Nazaret Calzado is an International Programmes Officer at the Chamber of Commerce of Seville. She has extensive experience in managing European initiatives that foster business innovation and development, including AERIS, INDUPYMES 4.0 and MEDDIET GO! Projects. She has also led and managed Erasmus+ projects such as ISIDE (Innovative Online Training for Promoting Corporate Social Impact) and WITH (Boosting Women Entrepreneurship Education in Tourism and Hospitality in Sub-Saharan Africa). Nazaret holds a Bachelor's degree in Translation and Interpreting and a Master in International Trade Management.

Maria Nakova

Ms. Maria Nakova stands as a driving force in advancing vocational excellence, digital innovation, and sustainable transformation across Europe’s construction sector. With over 20 years of leadership at the crossroads of innovation, sustainability, and skills development, she has dedicated her career of project management in empowering professionals and businesses to meet the evolving demands of the green and digital economy. As Project Leader of BuildSkills Academy and Head of the European Digital Innovation Hub in the Construction Sector (EDIHCS), Maria spearheads initiatives that elevate workforce capabilities, ensuring that skills development is aligned with industry needs and future-proof strategies. Through her role of Manager strategic development at Cleantech Bulgaria, she actively supports SMEs and public sector in mastering their digital and green transitions, embedding excellence into vocational training and operational practices. A recognized expert in fostering circular economy solutions, Maria has led transformative capacity-building programs, driven innovation transfer, and shaped policy frameworks that accelerate sustainable growth. Her management of large-scale EU-funded projects has delivered actionable policy recommendations, positioning skills and vocational education as key enablers of the twin transition across diverse ecosystems.

Amy Fahy

Dr Amy Fahy is an Assistant Professor of Business and Management and Societal Impact Lead at Maynooth University School of Business. She is Deputy Director of the International Renewable Energy Systems Integration research group (IRESI). Amy leads and co-leads a number of national and international research projects including Research Ireland ‘RENEW’, a National Energy Innovation Challenge to promote the development of sustainable energy communities and Co-Creative Lab, a Creative Ireland project to promote positive community climate action.
